<description><![CDATA[<p>I know this discussion was a while back, but now most of the digital video recording equipment has pre-event recording that records a loop of anywhere from 30 secs to 5 minutes prior to starting the recorder depending on how the device is set. With this equipment and department policy in place the officer usually has no excuse not to have the Reasonable Suspicion for the stop on video.</p>]]></description>
