<description><![CDATA[<p>A U-turn is not two left turns and should not be considered as two left turns. A left turn would require the operator to turn the wheel only so far to execute the turn and then straighten out the tires to proceed forward.  </p>

<p>A U-turn requires the operator to completely turn the wheel and leave the wheel in a complete turn position during the execution of a U-turn and then straighten out the wheel to proceed in the opposite direction. This is one single motion where two left turns would require two distinct motions to make it a U-turn.</p>]]></description>

<description><![CDATA[<p>It seems to me that there is something off about reason "(2)".</p>

<p>Should the following:<br />
"2) a location where the turn is not prohibited, unless the turn can be made safely and without interfering with other traffic."</p>

<p>Instead read as:<br />
2) a location where the turn is not prohibited, unless the turn canNOT be made safely and without interfering with other traffic.</p>

<p>I could not find the original citation to confirm that is correct as noted.  The description is not clear how one is limited when there is no sign posted and the possibility of turning safely does exist.</p>]]></description>
